    Sometimes, you find the highest quality in the most average locale. In 1992, Philly native Barton Frank (even his name says hotdog) opened Barty’s in a nondescript strip mall near Northlake. He settled on an extra-large, skinless variety of a Sabrett wiener, the filet mignon of Manhattan street vendors, and eventually decided broiling made them taste best. Care and quality permeates Frank’s shop: a flavorful beanless chili, fresh condiments and shaded tables. All for $2.34.
